CHIEF ANALYST (2 POSITIONS)

JOB PURPOSE             Under the direct guidance and supervision of the director, the Chief Analyst provides technical leadership for development policy, planning, coordination, M&E, and research.

       Duties and Responsibilities:

  1. Lead the conduct of studies and technical assignments.
  2. Prepare Long-term and Medium-term Policy Frameworks, Planning Guidelines, Annual Progress Report and other key deliverables.
  3. Build and sustain effective working relation with sector agencies and sub-national structures.
  4. Prepare work programmes and timetables in conformity with the Divisions and Commission’s objectives.
  5. Support the formulation of sectoral policies and plans.
  6. Prepare quality policy papers.
  7. Carry out research on national development issues and maintain a repository of knowledge for purposes of learning and assisting other organizations as needed.
  8. Track and evaluate the implementation of development plans, policies and projects.
  9. Coordinate and maintain effective Management Information Systems.
  10. Recommend training needs of subordinate staff.
  11. Conduct appraisal of assigned staff in a timely manner.
  12. Perform any other duties as may be assigned by Directors and Director-General             

Qualification and Experience:

  1. Must possess a minimum of a Master’s degree in Development Planning, Development Policy or relevant discipline of Economics, Social Sciences, M&E with a strong analytical background
  1. Must be fully certified by a recognised and relevant professional body
  2. A minimum of eleven (11) years’ post-qualification experience, of which at least three (3) years have been in senior management.
  3. Pass a competitive selection interview conducted by the Commission in consultation with PSC.
  4. Knowledge of both national and international development issues and enhanced understanding of the National and sub-national Planning Processes, including Monitoring and Evaluation.
  5. Demonstrable evidence of experience and previous work involving strategic and/or development planning.
  6. Demonstrable experience in research and policy analysis with relevant publications in high reputable journals.
  7. Demonstrated capacity to generate and implement new ideas.
  8. Excellent skills in resource mobilization.
  9. Knowledge in the conduct of research, data analysis, and interpretation.
  10. Knowledge in ICT, including Microsoft Office suite and statistical analysis software.

COMPENSATION

The National Development Planning Commission’s compensation package is competitive in the public sector, with very attractive fringe benefits.

CONDITION

Applicants must be able to serve the Commission for a minimum of four (4) years on the appointed grade before attaining the compulsory retirement age of sixty. 60.
